Permanent Residence Permit

Permanent residency is valid for 20 years and thereafter renewable if all criteria are met. The following types of persons will be eligible for PR:

Permanent Residence Permit as Investor

Criteria

Generating a min. gross annual income of MUR 15M (approx. USD 375,000) per year for 3 consecutive years preceding the PR application, or aggregating MUR 45 M over last 3 years.

Also eligible if investing USD 375k in a ‘qualifying activity’.

Validity

20 years & renewable.

Permanent Residence Permit as Self- employed

Criteria

Business generating a min. gross annual income of MUR 3 M (USD 75,000) per year for 3 consecutive years preceding the PR application.

Validity

20 years & renewable.

Permanent Residence Permit as Professional

Criteria

Earning a salary of at least MUR 150,000/month (USD 3,750 approx.) for 3 consecutive years preceding the PR application.

Validity

20 years & renewable.

Permanent Residence Permit as Retired Non-Citizen

Criteria

Has transferred at least a total of   USD 54,000 in last 3 years preceding the PR application. Can also acquire a residential unit in an approved Senior Residence. No min. price.

Acquisition of immovable property by foreigners in under an approved scheme

Criteria

Foreigners are also allowed to acquire residential property under special Residential schemes (known as PDS Scheme, IRS, RES or Smart City Scheme) with a minimum purchase price of  USD 375,000 or its equivalent in any other freely convertible foreign or Mauritian currencies.  The buyer and his dependents are eligible for permanent residence as long as the non-citizen remains the owner of the residential property. The property can also be rented to yield rental income.

Non-citizens who have a residence permit under IRS, RES and PDS schemes will be exempted from an Occupation or Work Permit to invest and work in Mauritius.

Acquisition of immovable property by foreigners outside any approved scheme

Criteria

A non-citizen may now acquire land or a residential property anywhere in Mauritius, subject to the following conditions:

  1. The applicant must be already the main holder of a Residence Permit in Mauritius e.g. holder of any Occupation Permit, a Retired Person or owner of a property under an approved Scheme.
  2. Maximum size or surface area is 1A25.
  3. Minimum Buying price is USD 500,000.
  4. If land is purchased, construction of residential property should be within 5 years of date of acquisition
  5. Buyer if restricted to acquire only one such property.

Restrictions

  • Buyer must be a natural person
  • Buyer cannot be a dependent of the main Residence Permit holder
  • Cannot buy State Land, including beach front
  • Cannot buy agricultural land
  • Property is restricted to residential use only
  • No property speculation is allowed

Taxes

Land Transfer Tax : 5% (payable by the seller on the value of the property)

Registration Duty: 5% (payable by the Purchaser on the value of the property)

Additional Duty: 10% (payable by the Purchaser on the value of the property, excl. VAT)

Acquisition of apartment (G+2)

Criteria

Any non-Citizen can now acquire an apartment in a building consisting of at least Ground+2 floors (G+2)

  • Minimum acquisition price of MUR 6 million (around USD130,000).
  • Not eligible for Residence permit.
  • Duties and taxes are applicable on acquisition.
